The development of artificial intelligence (AI) has brought significant benefits to the lives of many in aspects such as education and healthcare. Despite these potential benefits, AI also carries some significant risks. Science fiction has played a pivotal role in establishing the foundation for the ethical guidelines that govern the use of AI. As we navigate AI's complexities, it is vital to acknowledge the impact of science fiction in shaping its ethical principles.  

AI ethics finds its roots in science fiction literature. Writers and visionaries, foreseeing the potential implications of intelligent machines, contemplated the ethical dilemmas that could arise. These literary explorations provided early insights into the societal impact of AI, setting the stage for the development of ethical frameworks.

Isaac Asimov, a prolific science fiction writer, notably introduced the concept of The Three Laws of Robotics in his 1948 short story 'Runaround' in some of Asimov's books. These laws, designed to govern the behavior of intelligent robots, laid the foundation for discussions surrounding AI ethics. Through this fictional work, Asimov's laws prompted real-world reflections on establishing ethical guidelines for AI systems.

Vera Jourova, Vice President of the European Commission for Values and Transparency, expressed that Asimov was ahead of his time in anticipating AI's decisive role in the present times. Asimov's concepts reminded Vera of the importance of politicians in securing a safe outcome using AI. 

Several countries have implemented policies to mitigate the risks involved with AI usage. President Biden issued an executive order in the US in late October. China also implemented a law to regulate generative AI that came into effect on August 15, 2023. Jourova has led negotiations with countries belonging to the G7 group to write the world's first rule book for AI.

In a press conference in November, Vera Jourova stated that companies that integrate AI into their services must implement essential protections to prevent malicious users from using these services to generate disinformation. Vera had also written that AI-generated content should be labeled to distinguish such content from those generated with human thinking and creativity.

In 2021, the European Commission proposed a regulatory framework to guarantee the safety and protection of human rights against superintelligent systems. The commission had come up with four risk levels, that is, unacceptable risk, high risk, limited risk, and minimal or no risk. The proposal aims to offer AI developers, deployers, and users clear requirements and responsibilities concerning AI use. 

The influence of science fiction is undeniable in the journey to define AI's ethical principles. Asimov's visionary laws guided our understanding and shaped the rulebook that governs intelligent systems. As we continue to advance in the realm of AI, it is crucial to appreciate the collaborative effort that combines speculative inspiration with real-world expertise to establish ethical standards that align with the values of society.
